No, this contest is specifically done by group size. They fit the specifications of Tier III due to their small number of performers.

They compete for finals, but since no one is in their tier, they've already won it.

Can someone explain why Pike Encores is a tier 2 group for this competition? They have been tier 1 for a long time, and placed 6th in Large school finals?

The divisions at this contest are determined by choir size whereas the large/small divisions with ISSMA are based on school enrollment.

Huntington North: Tier I (40+ performers), Tier II (25-39 performers), and Tier III (24 or less)
ISSMA: Tier I (1560+ enrollment) and Tier II (1559 and below)

Churubusco has 38 performers, so I think divisions might be large mixed (35+), middle mixed(34-25), small mixed (24-)

The numbers I posted were directly from Huntington North's registration form which outlined their divisions. It's possible they adjusted their numbers post-registration.
