Yes, Harlan Community and Elk Point-Jefferson both were unable (one due to state basketball conflicts and one due to many students being ill).

Hey folks- Luke Miller here, new director at Emmetsburg. I am working very hard with Mr. Fog to ensure that the Emmetsburg Extravaganza is still one of the best small school host competitions around! It will be interesting to see how this competition changes since longtime Emmetsburg director Mr. Fog retired after this past school year. He put so much work into making Emmetsburg one of the best small-school-host competitions in the nation.
